Future Plans


The new commercial port will enable trucks to cross easily at either Nogales or San Luis. This will provide stability and flexibility to businesses that establish themselves near our border.

GYPA received a State grant to develop a three-part Master Plan.

The Master plan includes, first, a Site Plan or an overall plan of how the Port of Entry fits in with the rest of the Port Authority owned land.

Second, the Master Plan details a Utilities Plan designing water, electricity, gas, telephone and the sewer/septic systems.

The third component is a Facilities Plan, or the Feasibility Study, which covers all the agencies which work at the port of entry and their specific requirements. This study delineates the shape of the 80 acres that GYPA promised to the Federal Government and also defines what acreage the State needs in order to accommodate their inspection requirements.

GSA completed Feasibility Studies for San Luis II and the present San Luis POE (Commercial Port of Entry) in March 2004. Both projects were slated for funding in FY06. San Luis II will be a design/build (18-24 months completion) and the present San Luis POE will be funded for design and then construction funding. San Luis II is in the The President's Budget for funding in FY07, which is expected to be approved in November or December by Congress. San Luis I (present port of entry) is being submitted for design funding in the President's Budget FY 2008 by GSA and if it is approved for the budget submission it will be in the President's budget submitted to Congress in February 2007.
